EARS: The breaker store shall reuse pooled connections (about 2 per process) instead of one connection per operation. Requested from resilient-circuit-08804c (cc stabilize-129111) on 2026-10-20. Highway adopts it when released (pin currently >=0.8.6,<0.9).
