#1066 highway_dsl on ci.rodmena.co.uk: uv.lock, .rodmena/ci.yml; GitHub publish workflow removed

EARS SPEC: - When a commit is pushed to rodmena-limited/highway_dsl main or a pull request is opened, ci.rodmena.co.uk shall run uv lock --check, a frozen install, pytest (154 tests collected on 2026-10-25, floor 140), a planted failing test that must go red, and mypy strict on Python 3.13, plus pytest on Python 3.10. - The highway_dsl repository shall carry a uv.lock that resolves every dependency and extra (61 packages on 2026-10-25). - The highway_dsl repository shall not carry a GitHub Actions workflow. PyPI releases are a host-side step done by an operator. Commit e3d85b3. The repo needs registering on the conductor (ci-conductor). The removed publish.yml failed on its last 3 pushes (2026-01-05, 2026-02-08, 2026-06-26), so 2.2.0 reached PyPI some other way.
