#11 [highway] HIGH: WAITING_TOOLS hardcoded list in inline_executor

FIXED: WAITING_TOOLS now managed by ToolRegistry with waits_for_event=True flag. Tools: approval.request, wait_for_parallel_branches, durable_cron. inline_executor uses registry.get_waiting_tools() instead of hardcoded frozenset.
