#142 CRITICAL: ParallelOperator is Fork-Only (Missing Join)

The ParallelOperator currently only spawns branch tasks and returns immediately (fork-only). There is no built-in mechanism to wait for completion (join), risking race conditions and requiring manual wiring of WaitForEventOperator by users. This deviates from standard workflow engine behavior where parallel branches join by default.
