#144 HIGH: Lack of In-Memory TestServer for TDD

There is no in-memory or ephemeral TestServer for unit testing workflows. Developers must run a full Postgres instance and workers to test any workflow logic. This significantly hampers TDD and developer velocity compared to Temporal TestServer.
