#146 Consolidate CLI commands into 'hwe' tool

Successfully consolidated all CLI commands into the unified 'hwe' tool. Migrated 'worker', 'submit', 'replay', 'monitor', 'monitor-steps', 'logs', 'activity-worker', 'circuit-breaker', 'migrate', 'rbac', and 'scheduler-worker'. Removed all legacy scripts and updated systemd services. Verified functionality.
