#19 Review and potentially retire redundant scheduling mechanism

Critical issue: We have 2 scheduling mechanisms, durable cron is the most scalable version. Need to understand why we need the other one by reading Highway book in docs schedulers section. Determine if possible to retire the other mechanism.
