#253 Consolidate worker config to config.ini and increase concurrency

Current: 8 workflow workers + 4 activity workers, each with batch_size=1 and low concurrency. Goal: Reduce to 2-4 workers with 32 concurrent jobs each, batch_size=2. Also clean up .env file - move all non-Vault variables to config.ini.
