#27 Schedule ID collision: different workflows with same cron get same schedule_id

CRITICAL: unique_job_id uses target_task_name:cron only, not job_name. Different workflows with same cron get same schedule_id. When one is deleted, others cannot be created. FIX: include job_name in unique_job_id.
