#329 step_succeeded not emitted after sleeping task wakes up

When a task calls wait_for_event and goes to sleep, then wakes up on event arrival, the step_succeeded event is not emitted. This causes the /workflows/{id}/steps API to show the step as 'sleeping' even after workflow completes. Discovered during Issue #328 E2E testing.
