#45 Fix ALL remaining mypy type errors in engine/cli/ directory

Run mypy engine/cli/ --ignore-missing-imports to verify. Fix type annotations in monitor_steps.py, scheduler_worker.py, submit.py, monitor.py, showlogs.py, login.py, worker.py, demo_submitter.py, register_schemas.py. NO logic changes, only type annotations.
