#692 CLI-01: Missing workflow terminate command

Location: engine/cli/. Issue: Cannot forcibly terminate a stuck/runaway workflow. In airport-critical scenarios, no CLI to stop malfunctioning workflows. Fix: Implement hwe workflow terminate <run_id> --force that kills running tasks and sets status to cancelled.
