#704 OBS-02: No Prometheus metrics endpoint

Location: Not implemented. Issue: Cannot build Grafana dashboards or set up Prometheus alerting. Metrics exist only as SQL queries. Fix: Add /metrics endpoint exposing workflow_completed_total, task_failed_total, task_duration_seconds.
