#733 Artifact workflow tests stuck in pending state

2 artifact workflow tests stuck in 'pending' state after 30s timeout. Tests: test_workflow_with_artifact, test_workflow_with_math_artifact. These workflows are submitted but never picked up by workers. Possible causes: worker queue issue, artifact tool not registered, or workflow definition problem.
