#734 Circuit breaker returns UNKNOWN state in production

Circuit breaker tests fail because state returns 'UNKNOWN' instead of 'OPEN'. Tests: test_circuit_breaker_http_opens_on_failures, test_circuit_breaker_shell_opens_on_failures, test_circuit_breaker_status_cli. Circuit breaker may be disabled in production config.
