#735 Enterprise tools not available in unit test ToolRegistry context

Tests that instantiate ToolRegistry() directly get core-only tools. internal.health.check_db (test_health_tools) and tools.scriptplan.* (test_scriptplan) are enterprise-only. Tests need to use EnterpriseToolRegistry or be adjusted.
