Add distributed cron scheduler with jitter. DBOS has @scheduled decorator that prevents thundering herd via random offset. Creates deterministic workflow IDs (sched-{name}-{timestamp}). See docs/HIGHWAY_VS_DBOS_ANALYSIS.md GAP-2 for details.
