#747 [FEATURE] Debouncing (Request Coalescing)

Add debounce pattern for high-frequency events. DBOS debouncer coalesces rapid updates into single workflow execution. Useful for sensor data, status updates. See docs/HIGHWAY_VS_DBOS_ANALYSIS.md GAP-4 for details.
