Description
When a workflow is submitted, workflow_run.status is set to 'pending' but never updated to 'running' when the jumper task starts. This causes running workflows to show as pending in the UI. Fix: Add database trigger on jumper.r_highway_* tables to sync state changes to workflow_run.
