Description
Test expects 0 step_failed events after retry exhaustion (atomic rollback), but got 1. Error: 'Expected 0 step_failed events (rolled back with transaction), got 1. Highway DSL retries are atomic - failed attempts dont leave audit traces.' Either the test expectation is wrong or retries are leaking failed step events.
