#793 make test targets reference nonexistent test-runner compose service

Makefile test/test-unit/test-integration/test-k run 'docker compose --profile test run --rm test-runner' but no such service/profile exists in docker-compose.yml. Point at 'docker compose exec api pytest' per CLAUDE.md.
