#837 Stale/drifted tests: 2 unit mocks, switch_operator output assertions, docker_tools removal, wip_integration chronic reds

EARS SPEC: - When the implementation changes observable behavior, the corresponding tests shall be updated in the same change (currently drifted: test_workflow_run_state_transitions asserts str-in-Composed which can never pass; test_fail_single_exceeded_workflow mock expects 1 execute call, code does 2; test_switch_operator expects 'Routing completed' but workflow yields 'Success: Request completed successfully'; test_docker_tools expects container removed, observes running). - The wip_integration suite (16 failures: worker_affinity, durable_cron, update_api, ...) shall either be fixed or excluded from the default suite run so real regressions are not buried in chronic reds. Found during #834 full-suite verification; none related to auth 2.4.0.
