#956 on_failure handler makes a failed step's run report completed

EARS: When a step fails and its on_failure handler succeeds, the run status shall show the step failure (failed, or completed_with_compensation) and shall not report plain completed. Found by #944: git_repo_workflow run 73f832b5, clone exit 127, run completed.
