#979 tests.helpers.dummy_functions is on the default python allowlist for every tenant in production

EARS SPEC: - The default python task allowlist shall contain no test-only modules. - If a tenant workflow references a module under tests., then the engine shall reject it with the same error as any non-allowlisted module. Found by #961.
