#984 Explicit cancel via API does not cancel sleeping branch runs

EARS: When a run is cancelled through the API, the engine shall cancel its pending and sleeping branch runs, child runs and activities with the same teardown used on terminal failure (#967 run_teardown). Today sleeping branches stop only at their next task boundary after waking. Found by #967.
